New build house no services in

Name changed

So a small group of builders are building a very small house next door to us.
They have nearly built the second floor but there have been no services put it.

Sometimes they have a generator but they also ask to rent electricity for payment and they bring water with them.

Is this normal? We thought you needed services in at foundation level.

The guy who bought the land payed a huge amount for a tiny bit of land and he's had a lot of trouble with covenants. I'm wondering if it's a money issue as it's obviously his first build.

We're a little concerned that our new neighbours may end up living in a bodged build.

The guy who's financing it is young, bought the land at auction without seeing it first. Payed hugely over the odds.
(there's a plot round the corner 3 times the size for only a little bit more)
And is building the tiniest house that he's going to struggle to make any profit on. I think anyone with any experience would have made better choices!

It's a plot that was garages. The garages have been condemned and some of the plots are being sold off.

How do you know there's no services been laid? I wouldn't expect them to be connected till pretty near the end, but they would have been done to first fix.

So your concern is for the owner and also whoever buys it and not because the work is pissing you off and you need an excuse to have it stopped?

Goodness that’s very altruistic of you. I’d assume he has it under control. That the utilities went in when the build was further on.

honestly I’d not sit and be concerned for him until he asks for your help.

Yes it’s quite odd. She appears to know better on how to develop, and is deeply concerned for the gent who bought it. But doesn’t know how builds work and needs to ask mumsnet.

Are they using your electricity and paying you for their usage?

I don't actually mind the work. The house is small so they've put it up really quickly. It's just the neighbours have said about the services. I think they might be getting fed up with the borrowing of electricity.

You hear so many horror stories of bad new builds. So yes maybe I am worried about somebody get ripped off. We're not all nasty vipers on here ffs.

I posted because I'm not sure what's normal.

The garage plot has been empty for years and has changed hands a few times because nobody could make it work. So we were shocked when somebody bought it for that much.

For him to get planning consent to build - he would have needed formal plans showing services….

FFS, the op posted in property not AIBU.

Yes, there are some unnecessarily judgemental comments, but fundamentally, the question of 'is this a normal way to build' or even 'should I be worried about what's going on next door' would be sensible questions for any property owner.

You're perhaps overthinking this one. Building control won't sign off a house with no services and it would also be unmortageable in that scenario. What is more likely to happen is that this young man runs out of money and the project sits uncompleted, unless and until he finds more money, or the bank repossesses and auctions at a discount to someone who can finish it and turn a profit.

It is possible the property is waiting for the power company to come and lay cables.
We have a plot with existing services, so have arranged a temporary supply in a kiosk until the building is ready for wiring. Even that took a while to get an appointment for initial survey, agreement of spec for kiosk etc. It was several weeks before an engineer came to move the fuse box from inside the old house, so it could be pulled down. (Already falling down!)

I dread to think what the waiting list is for a brand new connection.

Best not to worry about completely made up things that have nothing to do with you. It'll mean your life is more enjoyable.
