Water mains

My internal water stopcock is not working so I've had to use the external one to turn off my water to get some plumbing done. To turn it off there's a plastic key that you turn clockwise until the water stops. I had to turn it many times until the water finally stopped. I went to put it back on and it only took about 1 turn and the water was flowing again. What I'm wondering is, is it ok to leave like that and then it will easier to turn off again next time? Or should I turn it more times like it was before? I've searched a lot online and it doesn't tell me anywhere.

Do you get a powerful enough flow with just one turn? Eg for washing machine/dishwasher/filling bath

Yes, everything seems fine.
