Damp in living room

I have a patch of rising damp in the corner of my lounge. I can see its caused by a down pipe which looks like it just drains into the soil and there are weeds growing there. .

What sort of tradesman should I look for for this job? The down pipe is replaced so it's not a guttering problem but my regular handyman said I need someone to see if there's a drain underneath all the soil and overgrowth. The bricks look like they could do with repointing

TIA

It might just be a soakaway and not a drain as such, and clearing out the weeds and debris might fix the issue. If you are getting a builder to do the repointing, they should be able to confirm. Drainage is part of a general builder's skill set.

Thanks @ClematisBlue49
So should I be looking for a general builder? It seems like a tiny job and want to avoid escalating to a bigger job.

That's what I would do if I were planning to address the pointing anyway, but you could always try clearing out the debris and weeds yourself first to see if it helps.

Also, I'd use a dehumidifier to try to dry out the damp from the inside.
