'Offers Over' - too cheeky to offer under?

A house we've viewed is marketed at 'offers over' 300k. However it was reduced in early October and still not sold, we have sold ours to a first time buyer and feel we're in a good position. We were thinking of starting negotiations low at 285-290 but not sure of the etiquette around 'offers over'. There's comparative properties around this price so I do feel they're over priced but at the same time don't want to piss off the vendors...

In my first house so a bit clueless about things like this! Thanks!

I offered 395 as best and final on my house, it was originally listed at 420, then dropped to offers over 400. We had our eye on it for 6 months and maxed our budget to get it.

Thanks so much for all your advice on this thread - we started at 285 and after a bit of back and forth they accepted 300k! So glad we started under! Very excited and keeping fingers crossed nothing falls through now!

Ours was offer over £299k some years ago. It had recently been reduced from offers over £325k. We had already sold, offered £285k take it or leave it and they accepted. Still here twenty years later.
