Neighbour Playing Extremely Loud Music

My neighbour has been playing very loud music in bursts from between 2 mins to hour for the last 4-5 months as part of a campaign of harassment. This is disturbing my sleep, work and general well-being. We are tenants in a HMO and hes taken a particular interest in me and was asking my housemate a lot of questions about me and unfortunately he now knows my room is right next to his property.

The Police have pointed me towards environmental health but as I'm moving out soon I think they may not do anything. I really feel there should be some sort of punishment for what he has put us through. I've been keeping a log for a few months of every time he does this, but it's been hard to record on my phone etc although I have a couple of recordings they don't do the base of his music system justice!

Any ideas welcome!

That sounds really miserable, it’s good you are moving out. Have you actually spoken to him though to ask him to turn it down? He must be really disturbing other people too, it’s not as if it’s only heard in your room, surely?
Is he a home owner next to you? If so, I think I would definitely report to the council, that way it will affect him when he wants to sell, but I’m petty like that!
I’d go to bed in earplugs in the hope it would disturb me less but I know how awful it is to have to listen to neighbour noise, it’s the reason we had to leave our last home. Sorry you are having to deal with that, I hope your next home is quieter for you.

Oh trust me, I can be petty too! This isn't just a case of him not realising, it's intentional. It's a long story, he's a bit of a bully.

I basically want to retaliate. So if I report him to the council they'll have difficulty selling their house? How does that work?

Environmental Health will investigate (using their own sound level meters, your noise diaries etc) and if they agree a Statutory Nuisance is being caused will serve an abatement notice forcing him to stop. If he carries on he can be fined (up to £5k).
Our legal system does not allow for people to be "punished" without due process and evidence.
If you are leaving soon anyway it may not be worth bothering unfortunately.
