Toilet absolutely stinks

So my toilet downstairs absolutely stinks. More so in the morning or if we've been out all day and it's not been used for a while.
It stinks of sewage.
There's no blockage, it flushes fine, it's not leaking. We've put horrendously strong industrial strength drain dissolver down there and it still stinks.
We've cleaned the toilet and all around it.
I googled it and it said if it rocks then the seal might be broken, but it is firmly fixed to the floor.

I just don't know what to do next?

If it’s more of a nappy/solids smell then I would look at your drains and pipes. (Sorry I was thinking of it as a urine toilet smell as men’s toilets hence the cleaning idea). Check your soil pipe vents aren’t stuck/blocked. Check under the lino as pipes can leak underneath. Check the exterior drains - ours smelt awful when a neighbour thought it was a great idea to pour plaster down the drains. Severn Trent didn’t agree with them. Also have a look around outside for any signs of leaks.

If it's a foul smell then yeah probably the sewer pipes, if it's a urine smell then I reckon it's the lino floor.

I’d be wary of involving waterboard till you’ve checked your own stuff first

they are only responsible for the main drain in the rd the connection off to your house is your responsibility ( few exceptions shared drains and age of house)

if you call them out and it’s your drain they can charge you as it’s nothing to do with them
generally if it’s the main drain then every drain in your house would be a problem not just 1

at a guess the join from your toilet into soil pipe under the floor has failed and when you use the toilet water is escaping and sitting under your house
