Selling a flat in an apartment block (20 years old) without a building completion certificate

I am selling my flat which was new build 20 years ago by a major developer. Buyer is asking for building completion certificate which I do not have. They said NHBC certificate is not adequate enough for mortgage lender. I contacted council Planning and Building Control and they say they do not have such certificate on their file and points out me to developer. I have then sent developer emails but got no reply. When I bought flat 13 years ago (still within Nhbs 10 Year G'tee) my lender did not ask for this certificate so I do not have it. Time must be changed. Whilst logically I would think a UK regulated developer should do their construction by the book, but I just do not know where to get it. Help please, sale will collapse due to this single document as buyer cannot get mortgage without it. My lawyer is on holiday till September, that does not help 😓
