Who do I need and what will it cost?

I am buying a small Victorian end-of-terrace. Location is perfect, but it is too small, and there is definite potential to extend. It’s in a conservation area, which I think means no permitted development rights, everything needs PP.

I want someone to help me weigh up the feasibility and pros and cons (including rough costs) of different options (eg double storey extension vs single + loft conversion) before I submit a request to the council for an informal opinion. Then I would get proper drawings done to apply for PP.

Is this a service an architect would offer, or do I need an architectural technician or simply a decent builder? And any idea of costs would be really helpful. Thank you.

Hi there,
You need an architect/structural engineer. Personally, set up an appointment with your councils planning office, take some photos of the property with you and use a dry wipe marker to show the planning office what you are looking for and if it would be feasible. The council may charge a fee around £150 for the service, make sure you leave with something in writing.
Have an architect design your dream but ensure they also do structural/building regs. This service as a whole should be from around £2 upwards.
As for the construction works, find a reputable builder, these are hard to come by (I was lucky after the 6th builder). Going rate is from £2k-3k per m² (lower - higher end) so if you are looking at an extension which is going out 4 meters and by 8 metres wide then 36m²x 2k you are looking at around £72k this would be for the shell. The kitchen for example would not be included.

Thanks @BMasters. I’m in the SE. Local council doesn’t seem to offer meetings, just a form-based informal opinion service.
