Looks like old marley tiles laid on top of concrete to me, but I'm not an expert.

marley tiles are for a roof! It's vinyl tiles over concrete.

Asbestos and mould are 2 very different things (although both bad for your health). Those tiles likely contain asbestos.

We had similar in our house. We covered them with engineered wood flooring. Which effectively sealed them away from harm.

The council are likely to put down some self levelling compound and then you can floor over the top.

I don't think it looks mouldy.

As I said, I'm not an expert, but Marley certainly did do floor tiles. The bungalow I grew up in had them in the bathroom and kitchen. My parents didn't remove them, but covered them up with ceramic tiles.

You can buy an asbestos sampling kit on Amazon for about £20 and have it tested. Takes a couple of days to get the results.

It looks like old vinyl sheet flooring rather than tiles, hard to tell from the picture.

Marley floor tiles were everywhere at one point and do contain a small amount of asbestos.

Check the tile adhesive as well as the tiles as that can have asbestos in too
