Surveys - timeline

Is it a bad sign if someone hasn't organised a survey yet, and they have been sale agreed for approx 2 months? Is there a reason why they might not have done this yet that anyone can think of?

a) the bank has done a desk top survey, and the purchasers aren't bothered about a full survey
b) they are wankers like our buyers who booked a survey 2 months in, and then started negotiating. Apparently this is becoming more common - they are waiting for mortgage offers and searches to come back before committing more money.....

They definitely want a survey, I'm just not sure what is taking them so long to organise one or why they would want to prolong everything. It's making me nervous that they're thinking of pulling out.

This happened to me, with my FTB. It took forever to get the survey arranged. Then, he wanted me to complete all works on the survey before we exchange. I'm desperate to sell, so reluctantly agreed.

Our broker advised waiting for mortgage offer to come in first so we would know the lender would actually lend on the property and for the correct amount before committing any money.
Other than that, perhaps they are trying to delay things, or yeah could be trying to get money off when you're further into the process and less likely to pull out if they try it.
