Is there any hope of installing a chandelier on this ceiling rose?

My lounge has a plaster ceiling rose, but the centre was previously cut out to fit a pendant light (pic 1). This screws onto a plastic disk screwed to the flat ceiling. Now I would like to install a small chandelier (pic 2), but this has a bar fitting (pic 3). We can screw this bar to the flat area in the hole at the centre of the rose, but unfortunately we can't then fit the chandelier because it needs to be screwed in horizontally from each side (red arrows). Do all chandeliers have a bar fitting like this or do some have screw fitting like pendant lights?

Another potential solution would be to fill in the hole in the ceiling rose, then fit the chandelier to the new plaster, but is it likely to be strong enough?

Yes, you just need a drill price to cut a semi circle hole in the ceiling rose however before doing this ensure your wires will be long enough to drop and hang the light fitting.

Thanks @HaudYerWheeshtYaWeeBellend but I don't understand how we could turn the screws without horizontal access to them. Are there special screw drivers that can be used perpendicular to the screw?
