Buying share of freehold

Hello, am hoping for some advice. I'm in the process of buying a maisonette that I was told was share of freehold, bit I've since discovered it is leasehold. It is one of two flats in a property that was designed to be as such (not converted later) and the freehold belongs to the owner of the downstairs flat. There is a long lease of 950+ years and only peppercorn ground rent, so it's not an issue of cost. However, I am planning to make structural changes (removing a couple of walls) and I want to have the freedom to make those decisions myself. My question is, is there an especially sensible way of achieving this? Should we ask our vendor to make enquiries about purchasing the share of freehold, or wait till we've purchased it? Also would enfranchisement be applicable in this case, if the freeholder didn't want to sell this? I understand that if there are only 2 leaseholders then they both have to agree, but here the other leaseholder is also the freeholder. What are the options? Would be grateful for any advice.
