Is this an attic vent?

There's a smell coming from this vent which travels through to the attic. I've never had one before this house so I'm not quite sure what I'm dealing with here!

The smell is musty - we have confirmed that there's no rodents in the attic causing the smell by laying traps and calling pest control.

It's driving me nuts - has anyone had this issue or know what we can do? We own - so asking the landlord is not an option!

Is this an attic vent?

Looks like a positive input ventilation unit to me. All attics smell musty unless they are adequately ventilated though

And that's just one reason why all attics should be adequately ventilated!
@loopyloutoo does the vent have any sound coming from it, like there's a fan running, or is it silent?

No noise coming from it, apart from a bang that happens every so often as if it's a door banging in the wind?

@CasperGutman seems odd they would install one without ensuring adequate ventilation first.

These are usually used to prevent condensation op.

More picture from the attic side - as I got close to it it's definitely making a humming noise as if it's running but yeah, the musty smell is off the scale! Could it be it's not working properly then?
The builder of this development went into administration a year after building and my gosh, everything is shoddy or done half-arsed. I have never regretted a house move more! Would either of you happen to know anything I could do?! Can it be cleaned or something?! Thank you x

You will be able to buy new filters for it I'd imagine. I'd just unplug it/ switch it off and keep the house well ventilated by opening the windows.
