converting a loft 'room' to a anothe bedroom cheaply

we are buying a 1930's end of terrace with a tiny 3rd bedroom. there is a loft room with a pull down ladder hich has two velux windows hich was done years ago. it is carpeted and the current owners teenagers slept there when required. ho much would i need to make it a fully functioning bedroom. there is a light up thee and from what i see it just needs access and bringing up to date with current building regulations. anyone done anything similar.

no idea re costs but you'd need a proper staircase and doors - in case of fire. Do you know any builders who could give you an idea? Or try phoning the council's building control people and ask what regs. need to be met for a loft conversion.

Where we live you have to have an adequate means of escape downstairs through a non habitable room, which basically means a landing then a hall.
Do you have these in your house? We had to flip our staircase 180 degrees so that we could fit a hall in when we had our loft done!

Ours was done just after the house was built by previous owner and needed thigns like a proper staircase, fire retardant plasterboard, closers on the doors on lower levels , integrated smoke alarms, and a fully openign window as fire exit - now to comply it should be something like a 20th of floor space area but ours isn't. We actually only have the certificate for the stairs.
