Can anyone help make our home safe for a toddler but still enable us to open our windows?

We have these windows upstairs, and they are quite low down: we also have a two year old.

We’d like to secure the windows so that he cannot open them fully and potentially fall out but also don’t want them completely being unable to open. If they opened inwards we’d look at a Juliet balcony, but they don’t open that way. Any ideas?

You can get a little cable lock that restricts how far open the window will go, you can undo it if you're in the room. Search for window restrictors 😊

You used to be able to get locking things at the bottom. I can't remember what they're called though.
