Advice on shared hallways and boundary crossing neighbours

Hi All!

Coming here to get some advice as I really don't know what to do...

We live in a ground floor victorian conversion flat which we bought last year. We have a couple beside us and a couple with little ones in the flat above. We do not own the freehold but both of our neighbours share it. Our neighbour across the hallway keeps putting his electric scooter directly outside our flat (there is a utility cupboard there which he sits it outside because outside his flat there is no space for it) but I have to walk around it to get to my front door.

We have mentioned numerous times that it is in our way and could he please move it and each time he does and then it reappears. The last time we messaged about it he said "Sorry, just leave it outside my flat" so we put it directly outside his front door but because of the positioning of their front door this now blocks the entire hallway and anyone from getting in and out of the house and we have to do this stupid side shimmy to get in and out! It is ridiculous.... On top of that, I came home last night from work to the most hideous painting on the wall in the hallway. It is massive and a little scary. It looks like a weird portrait of 'V' from V for Vendetta.. not exactly the first thing I want to see when I come in the building.

To make matters worse, this person has a reputation of being somewhat unhinged. We haven't had a run in with him ourselves but have heard horror stories from the guy who owns the upstairs flat (the other freeholder). We REALLY do not want to rock the boat with this person as we have to live beside him for the foreseeable and can see he might be the type of person to cause issues but we also feel the boundaries are slowly being crossed and like we need to say something.

Is it best to leave it or should we say something? How on earth do you politely say "Please take this hideous painting down we hate it!" lol.

Check your lease. Complain to management company.. Access being blocked is not acceptable, especially as a fire escape route. Do you need a fire certificate for 3 flats?. E scooters are a fire risk too.

Take the painting down when he’s not home. If he asks, you don’t know anything about it.

Items left in communal hallways are a massive no-no because it’s an obstruction causing hazard if there’s a fire. If your neighbours own the freehold, who manages the block?

If the two other flat owners own the freehold, they probably are the management company.

It's unusual not to have bought a share in the Manco/ freehold when you bought the property. Are there only three flats in the block?
