Can internal wall vents make a damp issue worse?

Hi, I know this may seem like a daft question as everything you read online suggests wall vents help combat condensation/damp issues.
My partner purchased a flat last year and it has become apparent it has damp issues.
It is a ground floor flat and the problem is only in one room (main bedroom).
It has had professionals out who are adament it is a condensation problem.
We have moved furniture away from external walls which is where the main problem was. Windows are open plenty and the property is kept heated to 18 degrees.
Mould is still growing in places though. The bedroom has 4.plastic wall vents installed in the 2 walls that have the damp problem (already there when she moved in) and I'm now wondering if moist air is coming through these vents and may be contributing to the problem.
Is that likely at all?
On the one wall, the mould is growing specifically in the area that these vents are facing in the direction of, so I'm really just asking if anyone had experience that these plastic wall vents actually made the issue worse?

Air coming in from outside will aid ventilation. It would not cause condensation unless it was warmer than the walls inside the home.

How good are the extractor fans in bathroom and kitchen, and when are they run?

How long is the bedroom window open each day?

Does anybody throw buckets of water at the walls, or hang wet washing on radiators or airers, which amounts to the same thing?
