Planning permission for home business?

Can anyone advise me whether running a carpentry business from home would constitute a substantive change of use for planning purposes?
The noise of power tools for most of every day is preventing me from working from home (ironic I know) or opening the windows, even in summer, but the house itself is still residential: it is just the garden and garage being used.
From my reading of the regulations Im guessing not, which is why I haven't done anything about it, but I am going slowly insane and would love a planner to come on here and tell me that I might be able to prevent it or even limit the work hours.

Why don't you do a search on your local planning website for applications in your road. That will tell you if permission is granted . As for the noise go to the councils environmental team and report it .

In this sort of situation it will depend on the individual circumstances as to whether pp is required.
Generally businesses can be run from home if they don't cause significant harm to the amenities of neighbours or the area eg significant numbers of customers arriving at the premises, parking or traffic issues or noise and disturbance. The only way you will know for certain in is report it to the planning enforcement team. They will investigate and see whether the level of usage warrants pp being required.
