How can I stop my boiler condenser outflow pipe freezing up this year?

The boiler is in a crawl space in the eaves (stupid mistake I won't make again in future) and the outflow pipe goes out through the wall. I can put that foam pipe insulation around the pipe inside the cupboard, but I can't reach the outside part to slip some insulation around it. The exterior pipe is 3.5 storeys up so unreachable by ladder. In previous winters this pipe has frozen & I've been unable to use the boiler. Is there anything I can do?

It ought to be angled so there is no standing water to freeze. Mine comes out under the gable and slants down right from the joint then goes vertical after around 1.5m. Mine’s never frozen, even at minus 12°.

I think the only option will be to get a roofer or similar to get up there with some insulation.

Is a bathroom anywhere near?

It might be a tricky bit of plumbing to connect to an internal waste or soil pipe, but not as bad as having your boiler stop working in cold weather.
