Hi, hoping this is in the right category!

We are renting a housing association property and have been offered a bigger house as we are classed as overcrowded.

Have had an inspection of our property to see if any work needs to be done before we move. They say that we need to paint our living room, however we haven't decorated at all, and it is in the same condition as when we moved in. We have sent photos of the room from our viewing showing the walls as they were when we were offered the property, but they still say we need to paint.

Seems a bit unfair that we have to redecorate the room, there are no issues with the wall itself. Seems the previous tenants were trying different colour paints as there are a few test patches but didn't end up painting (possibly just wallpapered?). We have left it as is.

Also been told we need to remove the laminate flooring, which was left behind by the previous tenants, housing association didn't remove it before we moved in. The house was in a bit of a state when we moved in with nails sticking out the stairs and wires (assuming old telephone and internet cables) hanging from the walls, which we have sorted.

I've asked for a copy of my tenancy agreement from them to check but I would have assumed we would need to leave the property as it was given to us.

Any advice would be greatly appreciated.

I'm not sure about whether you have to decorate but I did when I left social housing. I had to rip up all the carpets as well.

It's normal to have to take out flooring when you leave social housing. Every single person I know who has rented this accommodation has informed me off this.

I suspect the person who inspected the property before it was rented out to you didn't do their job properly.

My HA offers a 'gifting' option.
Previous tenants can gift flooring, sheds etc to the incoming tenant.
It's a response to the waste of blanket policies on having to rip out laminate flooring etc.
So, if you 'inherited' flooring, perhaps you can offer to regift it.
Otherwise, the fact you have proof of the property's condition when you moved in, surely absolves you of the responsibility of putting right problems left by the previous tenants.
