Can you tile over the top of them?

No I don't think so they are really chunky and not flat

Replacing tiles isn't overly difficult but does require the correct tools and is something that looks easy to do but, unless you're happy with a slightly rustic look, is easy to get wrong.
You may want to consider vinyl tiles instead. Jes Rose vinyl have some lovely designs and they're thick, so cover existing grout lines and allow for some unevenness in existing tiles. The best thing is that they can be repositioned and removed and reapplied easily enough. The only tools you'll need is a ruler and a Stanley knife.

Reading with interest as I need to somehow make a probate purchase habitable with minimal spend. The bathrooms and kitchen are dated but I'm thinking I could live with painting the wall tiles and laying Lino on the floors temporarily until ready to do a full top-to-bottom refurb. Would tile paint work for you?

Out house is 25 years old so all the walls are plasterboarded. When we did a total kitchen refit, the wall was so trashed that we ended cutting it out and patching the boarding.
So it depends what your tiles are stuck to
