Down valued new build

My son has reserved a new build property. The surveyor down valued the property but the builder had left a board in the garden stating the house price was £2000 less than my son is being asked to pay. Who is at fault?

At fault of what? Getting the value of the house wrong?
What is the builder trying to sell
It for?
What has your son offered?
What did the surveyor value it at?
And has your son revised his offer to the builder based on the surveyor's valuation?

it is a new build house, the builder is asking £29995 but have a sign in garden stating price is £27995, they told my son that was the wrong price and my son accepted that but it was left in garden and was there when surveyor came. Should builder meet my son half way and give him £2000 incentive?

I would assume that a realistic price would be less than the price on the sign - or the price on the sign also includes a lot of extras. Possibly both.
