Removing dried cement from driveway

Our next door neighbour has splashed some sort of substance, we think it's cement, on our driveway while carrying out work on his own drive. It's a tarmac drive and the cement has dried into a long, unsightly white-ish blob running halfway down the drive. It looks like white paint now.

I think the neighbour managed to get rid of some of the larger blobs of cement after husband asked him to clean up the mess he left, but there is still a large white splash that looks crap.

Does anyone know how best to get rid of it? Would an acid cement remover and wire brush get rid? TIA for any advice!

Mortar cleaner ( brick acid ) should do the job. You can use it neat or dilute it , I would start off gentle with it so as to not damage the tarmac . A stiff brush would be better than a wire one to begin with.

it breaks down the cement so you could try a little bit and leave it for a while to work it’s magic.

This is his problem to sort, let him fix it and if he can't, then he can pay for someone that can.
