Do I need an architectural technician?

We have some renovation work to do which involves some structural work, but most of it does not require planning permission. However, one part of the work does need planning consent and I'm not sure which professions to use to sort it out.

The renovation is mainly sorting out some layout issues so I'm sure that we do not need an architect (it's no frills, there's not much we could change without spending ridiculous sums that the house doesn't justify). But would it make sense to engage an architectural technician? Will a structural engineer be able to draw up plans for applying for planning permission? I know that we will need to apply for building regs but as far as I am aware this can be done with the structural engineer's drawings.

We've been thinking about this work for years but now we're in a position to get it done, I'm clueless about what to do and in what order!

I've just used an architectural engineer to draw up plans for planning consent. It seemed like the best way to get a true idea of what needed doing.
