Planning permission questions

We've had an architect around for the second time tonight and he is doing us a second sketch. Some ideas look quite expensive and are the "nice to have" elements - like changing windows on the second floor to let in more light.

If we put it into planning and it all gets too expensive can we just not do some of it? Is it a material or non material change to not complete it?

Also does the planning officer come and check and sign it all off? If that is in a staged way, do we need to get sign off after each stage. I'm thinking some stages might never come ..

You have three years from grant of planning permission to start the works but no fixed timeframe for completion unless there is a specific condition attached. So you can omit some works. Planning officers will visit if the development is substantial or a concern is raised potentially requiring enforcement. Alternatively apply for each project separately as and when you expect to afford it. Building regulations are separate and those officers will need to inspect at intervals to sign off works, such as that appropriate structural materials have been used before plastering.
