Fitting a picture rail

I am a DIY novice, and I'm considering fitting a picture rail in our very narrow downstairs WC. It measures roughly 3m x 0.7m. It's not exactly rectangular either, so one corner is maybe 70 degrees.

I don't have a mitre saw, but do have a hand saw. Would I be crazy to attempt this? Any advice?

What do people think about the row of hooks idea?

Just wondering if it might look a bit odd to have hooks as it's so narrow you aren't going to be able to actually use them to hang things from?

What about... dado rail and panelling, but only on that one long wall? Would it be odd to not do it to all the walls?

I think dado rail could look good and one wall could work. You could do the one long wall and then decide if opposite wall needs it too?

You only do one wall if you do it up the stairs...

Paint the walls, but only up to the height of a picture rail - leave the top foot (or whatever) the same white as the ceiling. I think a picture rail would look odd in such a small space.

@CorsicaDreaming I don't think I could do the opposite wall very well at all - it has the sink, a towel ring, and some pipes 😞

Just use paint and masking tape. I wouldn’t put a picture rail up. I think a picture rail or dado would make it look worse - it would elongate the room and bring attention to its narrowness. You could also try panels of colour to break it up. Paint the window wall and several feet of the two adjoining long walls in the same colour. Then change the colour to make a contrast. This will make the room look much wider. You could also put a panel of mirror on the long wall, which will both break up the wall and the reflection will make the room look wider.
