HELP- extension within 3 metres - do we really need a certificate of lawfulness?

which could hugely delay our extension? The work falls under permitted development so we do not need planning permission. We know we could get a lawful development certificate but understand that it is not essential. We know we need building regulations.
We did not think we need anything else from our council but there is a section on ‘single storey rear extensions’ which says we need to notify the council and they will consult our neighbours. Our main concern is that the timescales outlined on that page could delay our planned work. I can’t find any other reference as to why this is needed. The page says to use a 'Notification for Prior Approval of a Proposed Larger Home Extension’ form but I can’t find that form on that page. Does anyone think that this process applies only if the extension is more than 3 metres?
We have a surveyor who is taking care of the party wall agreements with our neighbours. Thanks.

I had to get a building license and I wasn't extending at all, just doing internal structural work. It was posted outside.

You need building control whatever, is this what you mean
