Which profession do I need?

This is probably a spectacularly silly question, forgive me.

We have a large garage constructed by previous owners. Currently dead space, just dumping zone. We want to convert into something more useable. However, it severely floods whenever it rains. We think this is because the floor is too low, and there is too much concrete outside around it with nowhere to drain, plus the guttering leaks everywhere (including just by the main door). But we don't really know.

Who do we get in to have a look at the flooding situation before we even start thinking about what to do with it, if there's any point? Surveyor (and what kind), architect, engineer (and, again, what kind), builder?? Currently can't even really use it as a garage/storage place because of the flooding, so don't want to start spending money on plans etc if there's a fundamental barrier to it all.

Standard builder would be my first port of call if its to do with drainage/concrete.

I'd say a standard builder. When I'm unsure who can help I will the job on MyBuilder, give a good explanation of the job and see who contacts me.
