What is this likely to be?

Can you check the big outlet connection at the back of the toilet and see if it is leaking from there?

Is there a man in the house who is unsteady on his feet?

To check for leaks dry all pipe work with loo roll or kitchen towel etc.
Then check for any wetness, if none leave it 10 mins and check again. It may only leak when flushed depending on the location of problem.

I don't think it's when it's flushed as it seems to gradually happen even when it's not finished
I think it's dry at the back actually
The wet seems to come out the front to the right a bit

There are one or two pipes connected that are prone to leaking. Definitely the inlet, the pipe the ballcock is connected to. Sometimes the overflow pipe that the water goes out of if the tank gets too full.

Wipe them both dry, come back and touch them both after 10 minutes see which one is wet. Tighten the nut on the wet one, you will need a pipe spanner.

If it is neither it could be the Syphon which usually requires the whole cistern be removed to tighten it.

Well my stepdad said it's condensation actually like someone said upthread
I did realise then that there was condensation on the outside of the cistern
Does that drop down inside and then come out the bottom?
I'm still unsure whether it's condensation or not

It probably is condensation

But now I've read that it can cause rotten floorboards?!!!
What can I do to stop this happening?!

It could simply be the soil pipe. Maybe it's come away from it's fittings slightly. It could be absolutely easy to remedy.
