Tree issues?

Looking for some advice please, relatively new to homeowning and have no-one else to ask! It turns out our neighbour has been having issues with a leak which is after investigation down to a large tree outside his house, roots affecting the pipework. It's only a couple of foot over from our boundary, so stands to reason if he's having issues, one day we may too!

He said he's been on to the council about having it taken down, and now has to pay for some sort of environmental investigation. My question is, does insurance cover anything like this, or would he have to pay himself? To be honest I'd not miss the tree, would be easier with it gone, but didn't know if I should offer towards costs or just let him carry on (has been going on some months I gather!)? Also have no idea how much it could end up being, if anyone else has been through similar?
(Outed myself as a total novice here)

If it’s his tree why should you pay? Don’t offer!
Why is the council involved? If it’s a council tree why is he paying for any report?

If his tree has caused damage to your property then your building insurance would, presumably, sort any issues. Depends on the fine print I suppose but a neighbours leaky roof caused us problems & we phoned our insurance & a surveyor came out. The neighbours then had to do repairs to their property to top ours being affected.

Sorry, should have been clearer! The tree is on the pavement, not our driveways... as for why he has to pay I'm not sure, wouldn't put it past the council to bill for something they shouldn't need to though.
