Boundary wall. Would you accept this?

This is not in the uk.
Our neighbours have put in for planning permission to build a boundary wall running the length of the main part of our garden. It will be 180cm high black slate slabs, the whole length. It gets very hot here in summer (but very cold in winter) and it will be exposed to the sun all day.
Is it going to make us feel closed in? Make our garden feel smaller?
Will it be too hot to plant against it? Will we get heat radiating off it?
The garden is about 6m wide. Our dining room/ kitchen looks out onto it.
Would you accept it?

Can your neighbours provide you with an idea of how your side will look ? Will it also be black slate ? How long and wide is the garden ? Is it north / south facing ?

Its black slate.
The wall will be 16m long. The only part not walked will be up to 6m from the road (not allowed) we are building a garage there anyway and at the other end where the land drops down into a field.
The wall border runs NNE to SWW. Will have sun full on it the whole day.

We have given the neighbours every opportunity to discuss this with us before they put plans in, but they wouldn't. Although we have been open with work we are doing on our house. Always sent plans and given them opportunity to discuss.

They have a new build (individually planned with architect- wall matches their colour scheme but borders their house not garden).We are renovating an old house.

Sounds awful and very hot. Id put my own fence alongside it in something cooler and more in keeping with your property, like a wood fence. Make sure theirs is on their property and not the boundary. In fact get yours in first if you can.

I'd love that tbh, a beautiful wall at neighbour's expense.

Walled gardens can be fabulous, they absorb the heat during the day and release it later so you can end up with much more even temperatures.

I think it sounds lovely. Slate is a natural material, and surely a very attractive and durable backdrop for your plants?

That's interesting what you say about the heat. I just think it will make the garden unbearably hot.

Plus you’re going to have to spend a fair bit of money on planting to soften the look of all that slate.

OP from the heating up your garden point of view, I just asked my DH who is a physicist and climate scientist if a black slate wall as described would make any difference to the temperature of your garden. I gave him the measurements you gave and he said, and I quote 'It's hard to imagine it could make any appreciable difference to how hot the garden is'. Given he's prone to understatement I'd take that as meaning no, it's not going to make your garden hot. The only thing it might affect heat-wise is plants right up against it. I honestly think your only worries are aesthetic. And I think it could be gorgeous, personally.

A walled garden is warmer as the brick retains the heat, but this is a bonus for the keen gardener!

fix wires into the wall and then you can grow some great climbers up it. that will look very smart.

Bear in mind that your NDNs workmen with their big boots are going to make quite a mess of your garden while they are laying the wall so make sure they compensate you for any mess/damage/inconvenience at a proper commercial rate. Dont just give them access without an agreement.

On what grounds could you object? In England you can only object for specific reasons, and I don't think material is one of them, unless in a conservation area, and even then probably not unless seen from the front. What are the planning rules with you?

They might not be allowed to build it because of the height of the wall above their ground (they have banks built up about 1.50 high and would put the wall on top of that.
We might be able to object to the colour.
They will not be allowed to put foundations on our ground even below ground level.

Its interesting about the heat thing
It gets up to 35' here in the summer and we are very exposed to the sun.
