damp course too low?

I am a complete novice at building but we have just started having an extension built (by a biggish local company with a good reputation...?)So far they have dug the foundations and poured the concrete - we have been away for a couple of days and now around 3 rows of bricks have been laid and a damp course put in...

However the bricks start at about 10 inches below the level of the surrounding ground? and the damp course seem to be lower than the level of the surrounds. - Its also a massive step from the existing floor to the level of the extension (I know it will be filled in) but I want to have some clue on what is normal/acceptable before speaking to the builder. Any help would be appreciated!

There will be approx 100mm of insulation, 100mm of concrete and then a screed finish - so approx another 250mm in height - to add to the floor.

What does it say on your plans?

Have Building Control inspected the foundations?

If you're unsure, check it out with your Building Control provider.

The contract is between you and Building Control, not the builder and Building Control.
