Neighbour misusing access pathway - what to do?

I have recently moved house. It's an end terrace and the neighbour in the middle house accesses his back garden via a pathway that runs down the side of my house/garden and along the bottom of the garden. This is all in the deeds as 'a right of way at all times (but on foot only) over and along that part of the side and rear passageway as is coloured blue hatched black on the said plan and is included in the said property'. So the pathway is part of my property but he has access. When I viewed the house last summer, the pathway was clear if a bit neglected. So far so good.

On moving in last month, I discovered that the rear passageway had been filled with a large stack of logs, complete with corrugated plastic roof to keep them dry. There is a smaller amount of logs in the side passageway also.

I have searched online but can't find out for certain whether what the neighbour has done is ok. I would like to be as sure as I can of the rights and wrongs before I tackle him. I have made enquiries with a solicitor but they quoted thousands even for initial advice. :(
