It has no specific meaning and zero legal meaning. It's just a marketing thing.

If you like it and want to offer, offer what you think it is worth to you based on what has sold recently and condition.

We offered about 10% below and worked up to about 4% below where the offer was accepted.

Had we needed to we would happily have paid up to about 7% over. Having lived here for a year I would now have happily paid 20% or more extra. It’s a fantastic place to live.

I ignore 'offers over' 'in region of' and the really weird price range that some do.
Just look at what others have sold for and offer what you think it's worth, starting about 5-10% lower than asking.

FTB too we spent ages googling what this term means - Google told us that it means the seller will often accept less which in my experience is a big fat lie. Put several offers in on a house with OIRO and was told each time that the sellers wouldn't budge from asking price- complete waste of time putting the OIRO!

We are on at OIRO, primarily because we are a unique property and EAs varied wildly in their valuations. So we picked a mid point.

We have a figure that we need for our planned onward purchase, but would also put a premium on someone with no chain.

So we are genuinely open to offers!
