Extending above a garage - planning permission?

I have tried looking online but cant seem to get a straight answer.. we are in the middle of selling our house and buying another. The house has a garage attached on the side, not integral.

We would like to build a 4th bedroom over the garage in the new house. The garage itself has already been partially converted into a 4.2m by 3.5m second lounge, with a section of garage still available for storage and a workbench. It is quite a large, wide single garage with a large tiled roof (not a flat roof).

Do you know if planning permission would be needed for this job, it would be a 3x4 room most likely?

Has anyone had a similar job done? What were the costs like? We are in east midlands if that helps.

Is it possible to get quotes or apply for permission on a house you don't currently own yet, or would we have to wait until completion to get quotes?

Yes, you would need it. It is not permitted development. An architect could help with design and PP application.

You need the garage foundations checked. Are they deep enough for another storey? If not, there will be new foundations required.

We extended above our vgarage but that was a long time ago and much bigger. A whole flat! You should allow up to £2000 per m2 for costs.

Agree. Also check whether the "lounge" is legit. It may not meet buildings regs as a habitable room and need to be included in any new application. Any development is likely to be conditional for use as ancillary to the main house , not a separate dwelling.

Yes you can apply for permission before you buy it. Is the purchase conditional on getting permission? It can take a while (in theory six weeks, but often longer).
You will need proper drawings and specs though, and you may want a to submit a pre-application which isn't quite as involved. And if you don't buy it the permission is there for anyone to take advantage of even though you paid the fees (and the seller may even increase their asking price).

Yes you need planning. We tried to do the same but had planning turned down and the planning consultant didn't think we'd win an appeal.
