End of terrace extension: permitted or planning needed?

I have tried wading through the government planning website but can't get a definitive answer. I am buying an end of terrace in Borough of Wandsworth. The wall of the house abuts the pavement. I would like to do a single storey full width extension off the back (not a side return- there isn't one), plus put a full width dormer (loft has already been converted without a dormer). Plenty of other end of terraces in the neighbourhood have done this. My question is, as it is end of terrace and is against a public pavement, is it permitted development or do I need planning permission? The surveyor said I could do a pre app but that requires drawings and cross sections and for the moment I'd just like to know for time scale really. Any recent experience in Wandsworth?

You would be able to do it under permitted development as long as it complies with all the requirements. The fact that it is adjacent to a road doesn’t matter for the extensions you have described.

I’m also guessing you’ll still have the boundary fence/wall? I’m just thinking if it’s a public wall/fence then you may need permission to remove it, but that would be a separate thing to planning.

Wandsworth pass almost anything, so even if you needed planning it should go through.

Permitted development rules are PD rules. What are you worried about? Is it that the side / pavement bit might count as 'frontage'? I don't believe it does.
End terrace rules are same as terrace, not semi detached too IIRC.

Thank you. The boundary wall is (will be) mine and will need to be increased in height for the new extension. I just thought there might be different criteria as it abuts a public highway, as opposed to another garden (the surveyor actually suggested this). I know it is allowed, just it is far more time consuming having to apply for planning and wait for a decision, so if it was PD, I wouldn't have to wait as long and could book a builder now for the summer!
There was a time when you could make an appointment with a planner for some advice, like a brief 5-10 minute chat. Doubt that happens now, covid restrictions or not!

They still do planning advice drop ins in Tower Hamlets, though probably online now. So they might do in Wandsworth.

I have been talking to an architect about a side extension to my end terrace, boundary on the pavement and the first thing he said was that it would need full planning. He's really experienced with my local planning.

You can't go out to the side towards a road, but you can go to the rear. So provided you are not buying i a conservation area, you should be OK.

I agree with @Rollercoaster1920 as long as your are extending to the rear you should be ok. It’s only if you are going to the side it would not fall under pd

Phone the planning dept and ask. I did that when I was unsure. The planner told me immediately whether I needed planning or not. They looked up my house on their plans while I was on the phone.

I haven’t read the detailed guidance, but there’s nothing in the Planning Portal summary that suggests to me that a full width single storey extension would require planning permission if it was otherwise within the criteria. But AndWhatNext makes a good point about the garden wall. I wonder whether it’s that that necessitates the planning permission - more info from the Planning Portal.

Thanks. I read the definition of 'terrace house' in the PD section and it includes end of terrace (so same rules apply to mid as end). I asked the surveyor when we met and while he said he thought it was PD, of course i will check. But damn, these government guidelines so convoluted!
