Info on water-cooled air conditioning? Not evaportaive cooling but ordinary ac with water-cooled condensers

Does any one have (or know of / or has seen in action ) water-cooled air-conditioning? I don't mean those thingies that spray water in the air, but those-air conditionng units which, instead of being connected to an external fan, dissipate the heat with a condenser, placed indoors, connected to the water pipes. Something like: www.coolyoudirect.co.uk/solutions/water-cooled-air-conditioning/ where the units you put in your room are the same as ordinary ones, but you don't have the big ugly fan outdoors.

I am not sure I can get planning permission so I want to consider some alternatives.

I am also not sure about the enviromental impact, because ordinary aircon throws hot air outdoors; these systems don't, but they use up some (not sure how much) water in the process.

An installation in 2 rooms can cost £ 1,000 - £1,500 if you buy two portable aircon units, and anything from £6k to £9k if you install a water-cooled system; part of the unpredictability depends how much damage to the walls, and replastering, will be needed to put the pipes where they need to go.

Portable aircons are louder because the fan to push the hot air out is inside the room, not outside.

As for running costs, I was expecting huge water bills but, to be honest, neither my water nor my electricity bills were significantly higher. I was positively surprised. This was in a small room occupied by 1 person only; it would consume more in big rooms with more people, like a kitchen or a living room
Portable aircons are less energy efficient, but the difference in price is so massive that it takes a very long time to recover the difference.

Going back, I would choose it again. If my financial circumstances were different, I would choose a portable aircon.
