Neighbour's building works - permitted or not?

Looking from advice from those who know better. I live opposite a particular pair of semi detached houses. The man I assume is the owner of one of the houses is doing building work and I'm not sure who to speak to about my concerns.

He's filled in the front door and upstairs hallway window with concrete breeze blocks (bizarre looking as it's a red brick house). There are now two gas meter boxes on the breeze blocks where the front door was.

The front garden is full of massive bags of building waste. The garden itself is really overgrown and strewn with litter. Looking down the driveway, the back yard appears to have a portacabin and piles of more breeze blocks.

It only seems to have one family living there - I had thought it's an HMO but never see anyone except the man who's been doing the work.

I know I'm being a nosy neighbour but I want to sell my house soon and it's really worrying me that this house opposite will put people off. It looks like some kind of prison.

Does anyone know what I can do? I'm a bit worried about talking to the guy myself as I don't want a dispute with a neighbour to affect any future sale of my house.

I expect to get a lot of "mind your own" replies but I worked my ass off to move here and I do my best to keep my property tidy. It honestly isn't just a messy garden - it looks totally bizarre!

You can report to the council, planning for any building work although blocking up windows probably doesn’t need permission. Environmental health for the mess, they’ll go round and have a look.

You can check online to see if it has planning permission however the work might be exempt. As for the mess you could report to the council but by the sounds of it they will do nothing. One persons dump is another's a little untidy.
