Structural Engineer or Architect

Hi. Can anyone offer me advice on whether we need a Structural Engineer or Architect to advise on the possibility of moving our dining room wall out to level up with the line of our kitchen? It’s a 3-storey house. I’ve included a drawing if that helps. The blue is the existing house and the red is where we’d like to level it up. I know ground floor extensions often come within permitted development but the house has been previously extended to the side (before our time) so we also have no idea how that impacts on whether we’d need planning permission for this. It’s a detached house if that matters. Thanks!

Structural engineer. You'd need an architect if you want to redesign the whole space but it looks a straightforward job. You need to get the supports worked out by the engineer who will supply drawings for your builder and for building regs (even if within permitted development it needs a completion certificate from building control).
