Manhole covers - new builds

We completed on our new build last week - finally! - but the quality of work is leading to a very long list of snags. Things like missing shelves from our kitchen cupboards as they took them out of ours the day before we completed to put into another house, smashed tiles in downstairs WC and even left a raw plug in the floor in there when they had to move the toilet. I've sent over a first snag list which has 157 issues just from what we've noticed Saturday - yesterday alone. Oh and we've brought the showhome which they prided themselves on for not having many snags as it's 'their best work' Hmm

Anyway we've 4 manhole covers - 3 in the front and 1 in the back. The 3 on the front have been covered with wood chip and when we moved the wood chip it hasn't been set to the ground. The one in the back has been done with a bit of sand which already has grown moss. The assistant site manager came round yesterday on receiving the list at lunchtime to state under 'regulations' they don't set the manholes to the ground for stability. I cannot find any information on this so called regulation but to me, it doesn't seem right as it's not ground level and creates 3 humps in the front. I've included pictures of the back manhole and 1 of the 3 from the front.

Anyone got any idea on what should have happened with these ie being set to the ground etc.

Just to say that you may want to engage a professional snagging company. My friend did that recently on her new build. She thought she had something like 80 issues, the professional found over 700!!! Some quite serious.

Also, she suggested her neighbours do the same. Together they’ve forced the builder to address the issues (across all properties) quickly.

We are considering this and I'll try and find someone local I think this week. I am just becoming very very annoyed as they gave us so much BS including the area manager as we had issues with the valuation around the house being the best work and very little snags. Yet here I am with no oven and enjoyment of the house slowly going as there's another problem spotted every time we turn.

Show home is the first they build so no chance to iron out the design wrinkles. My experience of them is not great but they shouldn't be awful.
Those IC covers are in two pieces, the lower bit is inserted to the pipe below (looks like a 'T' in cross section) and the ground around it, usually mud but can be concrete, shingle etc fills in underneath. The lid then screws on top. They're height adjustable that way but cutting to length.
They be fixed with concrete but no real need; recommended if high footfall however and they shouldn't be covered over.
