What is a socially acceptable % to offer under asking price?

I'm about to be in a position to buy my first house!!
There aren't many on the market in my area but those that are there seem to stay on for months. There is a house on at £260k and my budget is £248k. Is it reasonable to offer around £245k? It's in a right state cosmetically and will need fully redecorating. I don't know if the buyers will think I'm cheeky or if they will try to negotiate above what I can afford.

I've spoken to my parents who think I should offer 240 and my boyfriend thinks I should offer 230! 235 Would be 10% off asking so I could go for that. It's a minefield!

Of info out of agent as to any other offers, are other offers cash/mortgage, what’s their position etc, it’s tricky to do because obviously they want to sell as high as possible for their commission, sometimes good idea to get a friend to ring and pretend to be interested then they can be the ‘pushy desperate’ one and you can be the relaxed, cool one Wink don’t forget once survey done you may have bit more negotiating power.
I would start at 235 and work up to your budget,
Ours was on for 260 reduced to 250 they accepted 230 then after survey ( which identified 20 grand of work) got it down to 221.
It’s all depends on circumstances of vendor really, but there’s no such thing as a silly offer Wink
