Ventilation in grade 2 listed building

I am converting a Georgian terrace office back into a house. The house is grade 2 listed, the front of the terrace is essentially protected from alterations (though there are signs and alarm boxes).
A planning condition requires me to provide sufficient ventilation with windows open without a lot of noise coming in. The architect was told putting brushes on the windows would do this at the pre-planning stage. Now the council have turned around and suggested I need to put in a mechanical ventilation system. I have got a couple of quotes and this is for about £10000 including VAT. For a small 3.5 bedroom house this seems quite a lot to me. Does anyone have any experience with this? It just seems really expensive and no-one else has one of these systems (so am seething with rage inside about this).

Several of the other houses is the terrace were turned back into houses without this planning condition over the past 10 years but I seem to be the one that the planning officer has decided to catch out.

I had a listed building officer who wanted me to put in a really expensive back door and I wanted a standard one from
THe joinery catalog. I explained how much I’d done to the house, that I’d preserved as much as possible and I’d run out of money so it was the cheap door or nothing. I got the cheap door.

My conservation officer was also very demanding and we spent thousands more than we could afford to comply, we had to remortgage in the end. I recently saw him coming out of his modest three bed semi, I doubt he's ever had a sleepless night about his windows.

I think to be honest I am on a loser with it. Overall in buying the house I am saving money, just annoyed that I have put so much effort into savings pennies here and there for some guy to tell me to install something which no-other house in the terrace has needed!

I can see why people don't take risk with planning authorities.

The initial advice at pre-planning was for trickle vents and then they changed their mind.

Like you say salome, someone who won't have to pay for it is insisting on me doing it.

I would beware of taking risks whatdoesthismeaneh - a local person around here installed a form of secondary double glazing at the back of her listed II, and someone reported her. All had to be ripped out.

Sorry I am so bored my eyes aren't working properly, I now see you said 'don't' take risks. The old woman I mentioned said she didn't think the back of her house was listed, it was done in innocence.
