Roof damage and insurance refuse to cover

My roof has been damaged during last storm and I called my home insurance company. They send someone to inspect and they said it looks like the damage is due to the quality of initial building work. House is less than 10 years old. So I should go back ask for my builders to repair it. However my builder has been out for business and there’s no one I can contact for. They didn’t use NHBC neither and I don’t know who they use.
Asked a few local roofers to check see if I can repair myself but they said due to the height they need scaffolding in and it will cost over few thousands pounds which I just can’t afford.
Does anyone know who can I turn to under my situation? It’s really dangerous the damage as the mortar keeps falling off and can hit people passing by. I’m so stressful!

No advice here OP but thought I'd show some solidarity as a brick fell off my chimney yesterday and landed on my car, damaging it, I look up at the chimney and the whole thing looks unstable 🙄 I'm going to get a couple of quotes, if I were you I'd do the same plus ask around / put a shout out on fb for recommendations for roofers.
Hopefully someone will be along soon with some practical advice, here's a handhold for now

well, you can't afford not no repair the roof.

is there something in the buying pack about roof construction sign off by the council?
get a number of quotes.

I have asked quite a few roofers but they all said that the whole structure need to be replaced.
Yes I understand it needs to be repaired. Luckily the side damaged is in my own garden so I just try to be careful when I’m in the area.
I have looked through all the paperwork when I purchased the house ( as a new build) but nothing helpful

I wonder if you could ask the solicitors you used for the purchase to point you in the right direction?

Or could your insurers arrange a repair and their legal team with who to claim it back from?

It's very unusual for a new house not to have an NHBC or similar guarantee as this is required by mortgage companies before they will lend on new builds. If you have a mortgage the company will have asked for a copy of the guarantee so check with them. The guarantee will still be valid even if the builder has gone bust - builders pay a premium at the time of completion which covers the life of the guarantee.

The roof should not need major work after such a short time, the construction must have been faulty but if the builder has gone out of business and there really is no guarantee then there is little you can do.
