Overseas landlord - ceiling/ wall heating

After lots of great advice on another of my threads, I thought I would turn once more to the fab mumsnetters for advice.

I rent out a tiny 2 bed flat. All the flats in that estate have electric ceiling heating. The tenants who just moved in say the heating is not working in some rooms and is inefficient in others.

The estate agent's tradesman says it is not worth getting ceiling heating repaired, and recommends installing wall heaters instead.
Is it worth me paying call out charges for another tradesman to go have a look and see if it can be fixed?

Or if an alternative heating source is the way to go, then what would you recommend - electric/ oil filled, wall mounted/ freestanding, any other options? Factors to consider are not just one time cost but also overall life of the product and ease/ cost of maintenance.

He is presumably suggesting economy 7 heaters? I’ve had them in a new build and they still weren’t great.

how does the property get hot water? would it be possible to install conventional electric heaters tapping into that?
or wall mounted oil filled radiators.
storage heaters are awful to use.

ceiling heating - is that like a fan heater? those are incredibly expensive to run, they use an enourmous amount of electricity.

@superran I have asked for more details about the specs of the heaters, he said two Lot 20 heaters, approx cost 600 pounds.
@pinkbalconyrailing the system has heating elements embedded within the ceiling, not sure I know anything more than that. Hot water is through an electric boiler.

Lot 20 are storage heaters. Please don't subject tenants to storage heaters, even the newest ones are awful to live with.

I'm afraid I have no idea what the problem is with storage heaters. Why are they not good? And what are the alternatives I should consider (cheap and easy maintenance, ideally!)?

storage heaters use the cheap tarif at night to heat up a bit lump of concrete or metal inside. the heat is then (in theory) given off slowly during the day.
the problem is that a) not everyone has an energy tarif that is cheaper during the night b) the place can get very warm in the night/early morning but the heater runs out of stored heat before electricity comes on again c) they are expensive and inefficient d) you can't just heat a room when you want to. it's quite inflexible.
whoever recommends installing them should lose their license.

there are many electric wall mounted heaters that could work. look at room size (cubic meter) to get the right size.
installed lower down will make the place feel warmer as warm air rises up.
