What constitutes a kitchen?

Im just reading the mortgage/annex thread...

We are buying a house with a room above the garage that my husband wants to use as his WFH office. The room currently has some kitchen cupboards, a fridge and a microwave... however it has no running water.
I was thinking of putting a kitchen sink up there so it's easy for him to make himself a coffee etc during the day...

Would this then make the room a kitchen? Or does it need an oven/grill to become a kitchen?

Probably more of a kitchenette?

I wouldn't make an annexe if that's what you are worried about - no toilet or bathroom or sleeping accommodation.

It has a toilet and shower on the ground floor, and the upstairs room is split in two... so one theoretically could be a bedroom..

Im surprised this hasn't been pulled up as an annex by the mortgage valuer then...

Depends on the planning permission (if it needed it). If it had PP there may be conditions restricting its use and preventing use as an annexe.

To be used as an independent unit - eg holiday let etc, PP would be required any way.
