It only needs 3 bedrooms and does need one ensuite.

The current ensuite is really cramped and looks like it's been squashed in, so needs to be changed.
Bedroom 4 is pointless...

All walls are open season...

what would you do?

Add a bit to toilet to make it family bathroom , make family bathroom en suite. Add rest of bedroom 4 to kitchen

I'd make bedroom 4 into the bathroom, remove the existing family bathroom completely, make bedrooms 2&3 bigger with the part of bedroom 2 that's reclaimed from the existing bathroom being made into a sensible sized ensuite (if that makes sense)

That kitchen/breakfast room is a funny shape. I'd half B4 to create a better shape, using the other half of B4 to make a new family bathroom. Then bring the door to B3 further out and break in to make a new en-suite/dressing area. Make this the new master bedroom, it's in a much nicer place for a master suite. Either get rid of the existing en-suite altogether or use some of the existing family bathroom to create a narrow rectangle en-suite with shower at one end, basin central, toilet at the other end, with a pocket door.

Get rid of bedroom 4 to create kitchen/diner and extend bed 2 and the en suite into part of the family bathroom to make en suite bigger.

Combine the loo with about 5' or so of the 4th bedroom to become a family bathroom and use the rest to create a mini larder or utility. I'm sure you need somewhere for the vacuum cleaner, etc.

Or you could keep the 3 big bedrooms as they are, removing the silly shower cupboard, make a smaller shower room with the wc and 4th bedroom and have a more useful sized utility.

Make bedroom 2 the master, doing away with the silly shower cupboard and turning the family bathroom into an en suite.

The outside is a nice garden.

Its for my parents and they don't want to extend, but aren't happy with the floor plan. it's a bungalow they are viewing.
My mum likes having an ensuite.
I think her preference would be to have a utility, but she isn't that bothered.

I would do as Teddybeans suggest but have the en-suite opening to bed 3 as that looks like it’s at the back of the house and that would always be my bedroom preference!

I’d merge B4 back into the kitchen, maybe making a utility space. Cut the existing family bath in 2 with one side being family bathroom (bath with shower over) and the other half being an ensuite with walk in shower.

Personally, I'd lose bedroom four and turn the kitchen into kitchen diner.
I know you said you would prefer 3 bed, but I'd turn the master into another reception room. If they're retired do they really "need" a 3rd bedroom?

Anyway - I'd make the sitting room into a big bedroom with ensuite and maybe a dressing area. Bedroom 4 becomes the lounge. I don't like the idea of walking though a kitchen to get to the lounge.

Knock out bedrooms four and the loo to make it open plan, kitchen / diner, sofa or desk area etc.

Move the teeny ensuite back into the cupboard / corridor to enlarge it. Move family bathroom door around to open up into open plan area and move bedroom 3 door along to put corridor into the room.

Especially with it being for parents, the opportunity for easier navigation if / when they lose mobility is a good idea, and just generally less corridors wasting space.

Is it just for 2 people if it is I'd say perhaps look for somewhere a bit smaller 3 bathroom areas and 3 bedrooms is a lot to clean if you're looking to downsize.
If not I would also make b4 either the family bathroom or knock into a huge kitchen diner, if it's the bathroom I would then make the other bedrooms bigger and extend the ensuite into one or the other with a dressing room area too.

I'd get rid of bedroom 4, and use the space to make a decent utility and downstairs loo, but on the left side of the kitchen (between kitchen and current bedroom 3. That means most of the kitchen cupboards can be down the lhs, leaving the far end as a dining space with double doors to garden.

Then use bedroom 3 and family bathroom together to make a master with en suite. Presumably it's at back of the house so quieter

That would also get rid of the door from bathroom to hall, so it's possible to make the current en suite into a decent sized bathroom, and make bedroom 2 into a small bedroom.

Those changes would minimise moving any plumbing.

Also motherofawhirlwind has hit upon an important point - if you are doing a job on the house anyway, make sure all corridors/doors/corners are wheelchair accessible, and have level access into the garden - if you are making bedroom 3 the master, a good sized patio across the back with doors from bedroom, kitchen/diner and sitting room will be great when they are older.

Bed 4 shouldn't be described as a bedroom as it has no window you can escape from. Hope Estate Agents have pointed this out!

I wouldn't buy it.
Obviously if they owned it already, then you'd have to work with what's there, but it's an awkward floor plan and you'd end up spending a lot of money (and faff) improving it without really adding to the value, so I'd keep looking.
If the location is perfect, nice garden and decent price, I would consider talking to an architect or architectural technician about how to improve the layout in a cost-effective way.
I would definitely lose the 4th bedroom and add in a utility somewhere.

I would remove bedroom 4 so nice living space.

Add a shower to the toilet by bedroom 4 old doorway or put the toilet where the doorway currently is. Then extend the master bedroom wall out to where lounge doors currently start. Move lounge door across. Adding 3 feet to master bedroom.

I'd redo the kitchen so the back wall opens to the garden.

Remove the ensuite completely in bedroom 2.

I'd remove the hallway to bedroom 3 and have a door into off the new seating area.

The family bathroom would be huge so
I'd redo with large bath, large shower, double sinks and the cupboard would extended across towards doorway for laundry and stackables or washing machine with shelves above plus linen cupboard and drying rack.

I'd be left with 3 bedrooms and a nice large family bathroom plus the toilet or shower room depending on if I wanted a niggle master or not.

Remove existing en suite
Absorb bedroom 4 in to kitchen diner
Chop off the end of the kitchen which adjoins master bedroom (so kitchen diner becomes square, ending in line with where the wc top wall is
Put en suite in the chopped off bit
New doors to sitting room
I'd also possibly move the door to the master bedroom round the corner and use the dead bit of corridor to create a laundry cupboard
