Masonry /exterior paint finish. Help!!!

We bought a 1960s built house last year and starting renovations on it very soon.

The house has a terrible paint fish / effect on exterior walls. Like a bubbles textured effect that obviously was applied several years ago, started to come off and was painted over with regular paint so it looks patchy.

In parts it has come right off to the render. I've added some pictures so you can see what I mean.

Does anyone have any knowledge about this stuff? We'd love to take it right off. We have googled and it seems to remove it would either involves extreme heat or sandblasting. Neither of which are practical or inexpensive.

Our painter says he thinks there's a textured paint available now that he can do a bit of a patch job on it but we're worried that would look dreadful.

Any knowledge of suggestions very welcome. Thank you!

We've got something similar on our Edwardian brickwork, and never had it definitively identified (it is quite thick and cement-like in places).

It's been cracking and coming off in patches so we've gradually been removing it with a heat gun - some big patches that aren't well adhered just peel off as the heat makes it flexible.

It's a big job but will ultimately be worth it - we won't be putting anything similar back!

I'd be wary of patching in case the rest just fails, but can't help with an easy fix!

it is unlikely to have nice brickwork underneath. Render and paint are used to cover up ugly walls.

If it is 1960's and was rendered from new, it probably has some kind of lightweight concrete or "breeze" block wall behind it.

You can bodge it up, but would do better to save up for re-rendering. Or maybe stone-cladding?

If you look at nearby houses you will probably find some that were built about the same as yours.
