Look at the mathematical bearings on this link. You will see that 270 degrees is West facing and 315 degrees is North West facing. So, you are not North West facing. Your 290 degrees is closer to being a West facing garden than a North (000/360 degrees) facing Garden by far. 
South facing garden is traditionally desirable. However, imo, it's a slightly different story for new builds because they're so well insulated that a south facing new build garden would easily become too hot in the back rooms. Sunlight is great, but sun damage is not so great. South Facing Garden: Essential Or Desirable?
Also, are your garden measurements 30m by 23 metres accurate? That is 690 square metres. Are those the measurement for your entire plot (including garden, house, garage and front garden) or just solely your garden? New build gardens (even for the most largest and most expensive house plots) are well known not to be generous in size. So, if those are your measurements then that is quite a rare find - land is at a premium and your developers have been generous with their gardens!
People can give you some experiences based on their gardens' directions, but in the end there are always other factors involved. Such as whether the garden is overlooked by other houses or there's a tree etc.
So, you will just have to wait and see what happens when you move in and take it from there.

P.s. I'm in a similar position with being in the process with a new build. I've been there and done that with worrying about the sunlight and direction the house is facing. So, I totally get it! As it happens, mine is 260 degrees, so essentially West facing.
From research I gathered that a lot of people view West as Best because they can enjoy the afternoon and evening sun after work. The sun rises in the East (so lovely sun to wake up to if your Master bedroom and breakfast room face the rent) and sets in the West (can go in the garden after work and watch a beautiful sunset). It depends on your lifestyle too - that may not work for someone who works shifts, for example.
