Garage conversion

Asking for a friend. She is looking to convert or partially convert her garage onto a hobby room for her husband with storage.
It's separate from the house but adjacent to the the front drive and adjoins her neighbours garage.
It's on a new build estate ( a few years old now).

Anything she needs to know?

Any experiences / ideas of costs / things she need to consider.

Check the new build covenants because there might be conditions/restrictions. I know that if I want to add a conservatory, for example, in the next 10 years, then I need written permission from the builder.

Check if it's permitted development with planning permission as well.

You said the house is a few years old now, but are the builders still on site? Are they doing another phase? That might impact things.

I imagine it would need planning permission or is that counted as permissible where you are?

Presumably it would need a damp course and the flooring laid above this. Also insulation on the outside wall and ceilings if it’s not already there. A central heating radiator could be run in from the house by a plumber or plug in an electric one instead to prevent dampness and provide heat when using the space. Double glazed window to retain heat.

I don't believe housebuilder still building on that development but nonetheless she will need to check of any restrictive covenant.

Not sure if would need planning - she's in a different part of the country to me.
