Decorating a council flat

Hello there - I have been offered a 2 bed flat for myself and my daughter. The tenancy starts with a year's starter tenancy, and then after that gets converted into a secure one. Does anyone know what I can do to the flat in the first year? Can I put flooring down? Paint kitchen cabinets? Thank you :)

Best to check with your landlord as each one has different policies and rules, although putting flooring down is universally accepted and expected. Not sure about painting the cabinets as it’s making a change to the fixtures and fittings.

It will all depend on your local council but the one my sister works for allows you decorate wallpaper, plaster, paint the walls fine.

Cannot have wooden flooring if an upstairs flat or you have anyone below you.

If you paint the kitchen units you'll most likely be charged for a new kitchen when you leave.

Flooring wouldn't typically be included so laying flooring would be something you will likely need to do.

You can paint the walls.

I'd not paint kitchen cupboards though.

Depends on each council/association. OH works for a HA and the rules are pretty much that of a private rental. Lighter colours on walls unless you have permission, no smoking, new fitted kitchens so no painting of cabinets
